Senators John Hickenlooper (D-CO) and Marsha Blackburn (R-TN) introduced the bill, which would amend the existing Visit America Act of 2022. The legislation requires the Commerce Department's assistant secretary for travel and tourism to:

  • Develop a comprehensive plan to enhance domestic and international music tourism
  • Identify important music-related locations and events across the U.S.
  • Promote these sites to both domestic and international visitors
  • Submit annual reports to Congress on the initiative's progress and achievements

The Act defines music tourism as travel for:

  • Attending live performances
  • Visiting historic or modern music-related attractions
  • Exploring museums, studios, and venues of all sizes
  • Experiencing other music-related sites

NIVA executive director Stephen Parker emphasized the bill's importance, stating that independent venues attract investment and visitors while supporting local businesses and attractions. He noted that the legislation "recognizes music tourism as a catalyst for economic development" and establishes its growth as a national priority.
