Music Industry Organizations Propose Blanket Licensing Framework for AI Platforms
Music rights organizations are proposing a collective licensing framework for generative AI platforms to address copyright concerns while fostering innovation. The Songwriters Guild of America (SGA), Society of Composers & Lyricists (SCL), and Music Creators North America (MCNA) have jointly suggested a framework that balances creator rights with technological advancement.

Key aspects of the proposed framework include:
- Establishment of sui generis rights for music creators to control their works on AI platforms
- Clear fair use limitations and royalty system for both AI training data and outputs
- Collective bargaining for royalty rate setting
- Mandatory creator and copyright administrator opt-out options
- Oversight board with minimum two-thirds music creator representation
- Requirements for licensing rights when ingesting copyrighted works
- Strict metadata guidelines and preservation requirements
The proposal addresses growing concerns about revenue losses for human music creators due to AI while establishing clear legal protections and compensation mechanisms. Works would need to be created by human authors whose creative involvement exceeds mere prompt creation or style requests.
This framework aims to create a sustainable ecosystem where both human creativity and AI technology can coexist, ensuring fair compensation while providing AI companies legal access to musical works for training purposes.
